Thumbs down 6310 not charging

HI ...........

6310 GIVES YOU NOT CHARGING WHEN CONECTED WITH THE CHARGER.

I WANT TO KNOW IF IT COULD BE SOFTWARE PROBLEM OR ALWAYS HARDWARE.

Cool it could be this

If you have not flashed the phone in any way it could possably be the charging block.
That is the most likely problem.
Open the phone remove the charging block and check that all the connection are in place and is connecting to the board,If they are try replacing the block

1st check the cable on other phones.
when the cable is okay. check your fuse in nokia

if damaged change the fuse. you can take any of other nokia-phones. have 1.5A. do not curcuit the fuse with a solder-bridge!

and if the fuse is ok. look in service manuals and measure the testpoints...

maybe you can try to clean your phone with alcohol (isopropanol)

The problem is the quick charger. Change to an older charger that is a trickle charger. I've also discovered this works:

power off; plug in quick charger; power on.

It's wither a bug in the software or by design.
