To upgrade 8210 to 8250, 8210 must be ROM6. You can see the ROM off you phone with Logger v2.0 by B-Phreaks.
With the upgrade, you will get composer, screensaver and a new game (oposite). I think thats all.

No, you can't. You'll have to use both mbus and flasher cable.
You can follow this steps:

3) Flash 8250 MCU & PPM to phone (contact service will be displayed)
4) Flash 8250 Eeprom to phone (start adress 003d0000)
5) Calculate authority id with Nokia tool by Jordik
6) Enter desired imei with Nokia tool by jordik
7) Press unlock phone (all the four locks will be cleared)
8 ) Tick ui settings in nokiatool and apply sfs
9) Calculate authority id with Nokia tool by Jordik
10) You may relax now. Your Nokia is now 8250 and everything is fine. Enjoy

I have Nokia tool by rolis v1.8 and it's runnin sweet check it out! If that doesn't work, then there's probably something wrong with the cables/connectors!;)
