I have a nokia 5110 that gives me a perfact signal on all networks but cannot make or receive calls. I have tuned the handset fully including TX I.Q tuning and RX filter calibration. the phone works perfect on the IFR test set. i have reworked the duplexor and replaced the ccont and pa but still no fix. can anyone help me please?

Isn't stolen one ?? Try to change IMEI if it is not illegal in your country.
