How to resolve OPERATOR LOCK PERMANATLY BLOCKED error for Siemens S40 Phone

I'm totally new on this forum.

I put new SIM card in my Siemens S40 phone & I got error OPERATOR LOCK PERMANATLY BLOCKED.

I don't know what it means & how to solved it.

Any idea, information will be greatly appreciated.

mine is saying "simlock permanently blocked" and when I use my s40 cable i cannot connect to any s40 software which is around the net, pse help

ok I reversed on my original s40 cable the rx with the tx and now it works, unlocked it perfectly with posted software, and here it is again:
