Sim-Card Setting

Is there any program that you can do these setting at sim -card using a mobile like 3310?
I mean a program you can handle a sim-card via a mobile which this is connect by a mbus-cable.

Setting like?
Reset Pin1 of sim card
Reset Pin2
Show PUK1 of sim-card
Show PUK2
Fixing the rejected problem

Sorry stivon18 but the short answer is no.

If it is possible nobody (to my knowledge) has released any software to access these functions.
