when a phone is cloned (two phones with same number, settings, etc.) does it work with a service provider? if so do both phones ring everytime a call comes in? Maybe some one can give me an overview of cloning and what is required to do it (specifically a 5160)

well for the 5160, knowledge unavailable in the public domain is required. When both phones are on at the same time, funny things happen that are vary greatly from provider to provider and area to area (for some places maybe tower to tower). Sometimes the first phone to register rings, sometimes both, sometimes both ring but neither can take the call. Other funny things can happen also, like when you dial your own phone number it connects to the other cellphone. Sometimes it sets off fraud protection and your phun is ruined.
