How can i decode russian language characters?

When i open PPM Editor to edit words in russian language area
i obtain cahracters like that:

\x04\xFF\x04 \x04C\x04A\x04A\x04:\x048\x049\x00\x00
\x04\x12\x04:\x04;\x04N\x04G\x048\x04B\x04L
\x04\x12\x04:\x04;\x04N\x04G\x048\x04B\x04L

Is there a program or an algorithm or a table to see what letter of russian alphabet corresponds to what code?

Thanx.

P.S. I saw a program to decode greek characters on this forum, but i need one for russian chars and one that could run under Win9x.

Try this (http://www.uniquephones.com/nf/files/nfe.rar) one.
It shows unicode text only under NT systems such as Win NT, 2000 or XP
