pleas help--> a 3310 and no network

i have a 3310 of the dutch provider telfort but it has no network reason unknown i bought it this way i tryed a partial flash and when that didn`t work a full backup flash but with no result problem is still there and it is not the antenna i checked
can someone please help me out ?!
