Any ppm manager of siemens flashes?

Dear Friends,
I am working on text menu translation to Nokia phones and I wonder if I could do the samr thing to Siemens.
Does anyone have any ppm manager for Siemens flash files?

Thank you very much for the soft you offered me.
I have some questions, if you don't mind:
1. Those codes <0D>,<A4>,... which letters represent ?
in Nokia text the decoding is contained in the flash itself.
2. I read flash file from the phone with a soft that gives .fls files.
Is there any other soft that could read flash files in a more preffereble format?
3. I would like to have the MCU, PPM, EEPROM addresses.
