8210 5.25

Hi there i have a 8210 v 5.25 although i have done a full flash using a .fls file found on the internet the phone wont let me ring out or recive phone calls i guess it is blacklisted with the imei number but i thought a full flash would change the number. Does anyone know how to solve my problem (changing the imei number)
