Why "not allowed"?

When I typed the Code 1 to unlock my 7650 phone, I got 'Not allowed' i tried the rest of the code. I got code error. Why was that? Pls help

Because you are meant to start with the last code first!!!, you only get 4 tries to unlock it apparently and there are 7 codes so you cant try them all
