nokia 5165 , cant enter into NAM2 menu

I have a problem with a Nokia 5165 (TDMA, very similar to 5160).
when I try to enter into NAM2 menu, after the *3001#12345# command, a messg "not allowed" appears on screen, all other functions: nam1, security code, etc, works as expected.

any idea or explanation will be fully appreciated.
