Try Rolis NokTools v1.9 from here (http://uniquesw.com/download/) - it can change IMEI and unlock phones via m2bus cable.
And Rolis DCT3 Flasher or kNok Phoenix (same place) for flashing, but here you'll need flasher cable (connected to LPT port).
