it depends on what you mean by open, eeither by preview or edit

if preview, you can use the default picture viewer of windows xp

for edit, im not sure if paint can do the trick

you can use xnview XnView (http://www.xnview.com) to view and edit Mbm files, please note, that you may have to split out the bitmaps from the mbm to be able to edit them, the IrRemote.mbm file has 108 bitmaps in it for example, serach this forum for a post by me on how to do this.
