From mp3 or wat to amr or mid

Hi All, I want to use a wav file (3Mb) into Answer Machine in my 7650.
How can downsample the file, 3mb are too much?
Is there the possibility to convert the wav to amr or mid?
Any suggestions or tool can be used?
