Whats GPRS how does it work? is it a modem? I have Nokia 6510 and a data cable how can 6510 be used as a modem?

GPRS stands for "General Packet Radio Service", it is a data transfer service which some network operators offer, others don't.
It offers data transfer at speeds up to 43 kb/s which comes close to a "normal" modem yet much faster than WAP at only 9.6 or 14.4 kb/s. Check with your network operator if there's GPRS service available, and how much it cost. As GPRS offers "always online" unlike WAP which is paid per minute, GPRS is usually billed by amount of data transferred, i.e. by kilobyte.
If you want to use the phone as a modem, this can be done by connecting it to the computer via it's IR link, if you got a laptop, it will work. You need to install the software (driver!) which is supplied with the phone, or download it from www.nokia.com The GPRS settings you will need to obtain from your network operator. It can be sent to the phone by SMS, they usually offer that kind of service over their websites (at least here in Thailand).
When you have signed up for the GPRS, and installed the driver on your computer, activate IR on both the phone and the computer. The computer should detect the phone correctly, and now it can be used just like a "normal" modem......
Hint: if you connect the phone to a PC with a data cable, it MIGHT work... but i am not sure about that. IR works always :)

Can i use me 6510 to recieve FAX?
Can it be done with out GPRS? e.g,
I connect my phone to PC, as a modem... Can i recieve Data Calls?

1. Can I use my Nokia 6510 as a modem to recieve fax?
2. Does that require GPRS or some other contract with provider? or it will function as a normal modem (like that of PCs).
3. Can I use my phone as modem via Data cable insted of IR?

Hello again :)
Sending/receiving faxes does NOT require GPRS, but your network needs to be data-enabled. Check that with your provider, most likely they only need to enable it for you (might cost extra!).
Note that some networks (like mine - GSM 1800 in thailand) do not support data calls! But if they offer WAP or even GPRS, they will support data calls as well (GSM 1800 got neither).
If you are data enabled, you can use the phone as a modem for both faxing and also internet use via dialup, but the latter will be painfully slow at 9.6 kb/s or maybe 14.4 kb/s without GPRS. Also the connection will be billed as airtime, unlike GPRS, that means you will need to pay for the minutes AND the ISP to which you dialup to.
Data cable MAY work, i am not too sure. Test it :) Download the driver for your phone (free from Nokia), install it and see if it offers a connection via IR or/and data cable. If there's only the IR option, then it won't work, but yet you didn't need to buy any cable :)
You can always use a USB-IrDA adaptor cable, which will enable you to use the phone as modem over IrDA.

I know our network (Mobilink) supports WAP and GPRS.
I wana know, cant my phone be set up as fax modem (for receiving) fax for free like that of normal Land Line phone?
If i request for enabling data calls (to service) that will cost. I wana get out of costy things.

As i explained before, in order to send (AND RECEIVE!) faxes, your contract must be data enabled. It might cost extra, yes.
If you're not data enabled, and a fax machine dials your number, it will not understand the reply as your phone in the first place won't "understand" the fax machine, hence - no go.
BTW i have that tested just two days ago :)
You NEED to be data enabled, regardless if you want to receive only or also send.
