Does Anyone Know how to get IRREMOTE

I'm totally new to this board and wondered if someone could help me

I heard their was a program for 7650 to control TV called IRREMOTE.

I have tried to download the file for ages and cant get it

Can anyone help me out with a "copy" so to speak, and tell me how to get it working.
