Unlocking a 6360 from the AT&T network

I bought a used 6360 off a guy on EBAY and he swore up and down that the phone was unlocked. It isn't, and I need it for US Cellular. They told me the way AT&T programs it it skips the SOC #2 or something.. I don't know a lot about cell phones, but maye somone can give me step by step instructions on how to reprogram this phone so that the SOC #2 is open for US Cellular to program this phone into my phone? I would really really appreciate this..I spent $85 on this phone..and I'm a college student who works part time for minimum wage..this phone was over a week's work for me.. Someone please help me! Thanks.
