Anyone know where I can download the remote s60 software from (full version preferably)?

Here you go.

its a very basic program that is capable of sending data through the infra-red port on your siemens or nokia (J2ME).

sends as IRDA: xxxx xxxx you have to workout/find the correct hexadecimal for your TV and even if you do that youy have to find the correct commands for CHANNEL+ and ON/OFF.
