There's a program called MiniGPS to use with 7650 and 3650, you can find it easily, but as far as I know, to be able to use your phone as a GPS device, it requires additional hardware beside the software.

Impossible to use it as GPS. Its a hardware thing

Let's see if 3650 can be used as a GPS tool just like pocket PC's or palms.
3650 has bluetooth, so the communication can be done through a compatible GPS receiver (e.g. Emtac Crux ). So, the final question is:
Are there any software maps developed for series 60 phones (such as TomTom)?

Yes, there is soon some software out on the market: http://www.wayfinder.biz/ they are about to release wayfinder, and according to the Norwegian online-computer magazine ItAvisen.no, it works flawlessly!! :D

the site also has a video out(taken from a tv presentation):

http://www.wayfinder.biz/downloads/CeBIT2003.mpeg (swedish language)

http://www.wayfinder.biz/downloads/CeBIT2003.mpeg (Deutch language from NDR television).

All u need is a GPS device and this program.

In short, this is how it works:

The Wayfinder navigation system is built on your phone, communicating with a small Bluetooth GPS unit that determines your current position. By simply entering the destination in your phone, a route will be calculated and downloaded from the Wayfinder-server over existing 2G GSM/GPRS as well as future 3G networks. The service is operator independent. The powerful Internet-based Wayfinder Server stores comprehensive maps, points of interest, company information, and real-time traffic information.

The connection to the server only takes a few seconds and your phone will work as usual while navigating.

In contrast to in-car navigation systems and other traditional systems, Wayfinder will always be available to you. You can always bring it with you on all travels and have access to up-to-date maps and real-time traffic information that will be presented to you by voice, pictures and maps. Wherever you are. In your car. In a rented car. Or on foot in a foreign city.

Cheers ;)

Looks quite useful this system, but I think 3995 SEK (= EUR 438,50) is an awful lot of money for this.
For around EUR 500 to 600 it's possible to get a PDA with TomTom, which I think is better than this system.
