Language Pack- MCU+PPM customisation

To all the nokia gurus,
Is there any tool/ways that we can use to customise the language pack in the mcu+ppm of the nokia phone? For an example, we can extract the chinese T9 from the 3310 (MCU+PPM) and put it in the 3210 mcu+ppm to have chinese characters and chinese inputs. Is there any tools/ways we can do this? Thanks a million in advance for any reply.

For characters and 'inputs' You should insert there other things from PPM, too.
The good tool for that is PPM Manager.

What i mean is not just the chinese text output in the screen, i meant T9 LDB import/export.
