I was looking through my NAM setup (#7764726#) and I saw in level 4it has the emergency numbers that you can dial no matter what. I was thinking that if you change one of those numbers to who you want to call the phone might let you do it. I would ask that someone with a non-activated phone would try this out and see if it works. Or if anyone has tried this please let me know.
