It will work on them both, but I personally would use ME!
If you have the choice, duel boot with 2k/XP (One of the two) and 98.
Use 98 for flashing/locking/unlocking and 2k/XP for your general computer life.
ME would function the same as 98 for flashing, but overall it is a very poorely programmed OS and I would advise against paying for it. 98 is cheaper and more reliable IMO.

P.S. Better still, duel boot 98 and a flavour of Linux, you life will suddenly improve :P
Cheers mate,
i think include the XP/98 and also linux.....

hi pips!
use windows XP! most programs run on this OS already so no problem with compatibility. one advantage is youll never get the nagging blue scree with says system busy or fatal error! and ctrl-alt-del always works even if you press it many times! it does not restart. this way, you will open the task manager and end task whenever the program hangs.

98SE...
for whom plans to stay in unlocking buisnnes...

I'm gonna say that's not true :P. Most programs in my experience do NOT run on XP without you fiddling around w/ compatability modes and userport.
But then again that is only in my experience :P.
Win98SE would probably be the only OS I would be confident on when flashing and locking/unlocking...of course if you can't duel boot (Lack of hard drive space or knowledge) then fine, stick with XP...
Very few people would argue that XP < 98SE overall (Speed and NTFS support and reliability are the major factors there).
SO, 98SE for phone stuff, XP for general windows stuff and linux for anything useful.
Cheers
