Use there wml creator.

Make a page.

Then use the URL or Link button (Can't remember what they call it) and direct link it to your jpeg stored on Geocities or any other host.

Then when you WAP to it, you'll see the link, open it and that will download the JPEG link.

if you're just looking for a place to upload your images and then download to your phone...

you could try uploading your images to this url (http://www.edph.f2o.org/mystuff/index.php?dir=images) and then visit it with your wap phone...
just register and login...

create your site here Portland (http://www.portland.co.uk/hosting.esp)

** they have no advertising whatsoever and are good with FTP uploading..

If you wanna learn how to write .wml files go Here (http://www.sitepoint.com/article/351)

and heres one i prepared earlier...

Wap Emulator (http://www.wapsilon.com/?t=7;f=0&u=http://java-kingdom.8bit.co.uk/main.wml)

I found this ready made php script which i think will work with portland free webhosting package as it is php enabled..
not sure about portland but its working on my site anyway.

found it here (http://jonroig.com/modules.php?op=modload&name=News&file=article&sid=74)

just unzip and upload all the files to that server plus all the games, applications, tones and wallpapers you have and its good to go.
