Please Help Me Unlock My Nokia 5190! Urgent!!!

I bought a phone off of ebay and the seller said it was for Cingular but then I put in my SIM card and it said "SIM Card Rejected" and I thought this meant the phone was locked to another network, but then I called Cingular and they said that I had to have the phone unlocked because this phone COULD be for Cingular, but it just might not accept new SIM cards. The only problem is I don't know the SID for sure, but I have an idea if it is infact for cingular. The phone, again is a Nokia 5190. IMEI number is 010063503087971 and the operator code is 000-34
