I just recently purchased this phone off of ebay and I need it to be unlocked on the T-Mobile Network.
IMEI# 0101750000469963

I think the T-Mobile USA network code is 31016.

Well, I inserted in the numbers, but the only thing that it said was cannot undo restriction. so then I thought that my phone was locked, but I reinserted the original simchip and it worked fine? am I doing something wrong? or is my phone still locked?

How many codes you have entered overall in this phone? After 5 wrong tries, only professional equipment can help you.

If you are sure that no one has entered 5 wrong codes, then please buy a datacable for your phone (no usb) and download bwinlock software from www.b-phreaks.co.uk and read out configuration key. Calculation is done then.

You network code in your area has nothing to do with the configuration key for simlock unlock calculation. Often they are the same, usually here in Europe, but not in the US.
