How To surfing with Nokia 3650/7650 through PC

Hi, guys.
Can we surfing with 3650 but not through GPRS .my PC is always online,so i want make my 3650 always online too.so that 3650 can get E-mail every time etc.
i think at first we need a Bluetooth Adapter.But i don't know how to configure network between 3650 and bluetooth. we need a software for 3650 to configure IP on the 3650 ? any one knows?
