Ericsson T20-T28 No access

Hi to all!
Can anyone give me ay idea how to fix "No Access" displayed in the LCD screan .
The indicator of the network is full but the phone can not access any operator.
Any idea please!

1st try flash (1st make back up) after if no work then maybe barred!search forum lots of soft to repair. try test with 'div7 dongle check removed' on this model to see if that software works.

The problem can not repair via flash.
I change the power aplifier cheep on the board ,too but the phone still not working.

If i'm not mistaken there are 2 PA (power amplifire) on the board
1 for GSM900 and 1 for GSM 1800

which one that you change?
