Panasonic GD67 - locked?!!

I bought a Panasonic GD67 from Ebay for £30 - new it was too cheap! The trouble is I get a "security alert" when I switch it on! I'm assuming that there's a valid reason for this and that it may be blocked?
The guy that I bought it from is ignoring my emails - nice of him!
Anyway, is there anything that I can do to get this 'phone in a usable condition? If so, what would I need and how much outlay am I looking at?

For a start, you can follow up the issue with Ebay. There are certain things they can do to help you.

As for the phone, it sounds like it was stolen, and deactivated remotely.
