Block stolen phones

Hi Is there a way that you can block your phone in any way so as to render it useless if it is stolen. There is a guy in kenya who is doing it and when phone is stolen there is a permanent divert on all calls made from that particular phone to the number you put when blocking the phone. What type of blocking software is this....??

when a mobile is stolen - the operators blocks the imei of the phone, so it's useless..unless the thief has the tools and skills to change the imei.

what you are talking about doesn't sound like it can be done, have you seen it yourself?
