8310 problem

sumtimes wen i enter the unlock code for the phone it works and sumtimes its doesnt...wen it does work den if i turn it off den bak on den it wont work...ever time i enter a code it sez "cannot undo restriction"...and sumtimes i get a msg saying incorrect restriction level:( ..i dont undastand wat all this means..and i dont undastand y the phone sumtimes works and sumtimes it dont...wen it doesnt work it sayz "sim registration failed"..when it does work the reception comes up and u can make and recieve calls......plz help me..much appreciated :)
