EEPROM stands for electronic erasable and programmable read only memory, thus it's made for storing data.
the "newer" Nokias (6210, 3310, 8210, ..) have all the software in their flash memory and the "EEPROM-part" emulated as an seperate chip for data manipulation via data cable etc., but some time ago (6110, 5110, 3210, ..) it used to be in a seperate chip.
so in the sense you're talking about you propably speak about the EEPROM concerning his software.
