When I enter that code, I get message:
Cannot Undo Restriction
so it's locked or not ?

you got the message because of 5 wrong tries before

please try a foreign simcard, it should find network

I've tried a sim card of other local operater, it don't find a network :(
Now what ? Only cable unlocks it now, right ?

perhaps the other simcard is not active


if phone doesn't display "sim card not accepted" with the foreign simcard it is not locked
