The soft you are looking for is called timetool. It features opening sound, closing sound, startup sound and a talking clock.
It can be found in this forum. Use search button.

After installing, when you first open the programm a message will be sent to the programmer. You can avoid this by changing to flight profile immediately after running the programm. Then delete the message in outbox. ;)
