I use Rolis flasher to convert.

load MCU, load PPM, click special -> copy ppm to binary - click file->save file and voila, you have a MCU+PPM file in .fls format.

oops, you meant the other way?

i think you can open the flash file in ROLIS, click special -> copy binary to ppm, and then save the mcu and the ppm file.
