3395 is a DCT3 phone and it is necessary for you to have a data/mbus cable inorder to unlock your phone, (you can either make one or buy a datacable). Or you can go to your phone dealer and let them unlock your phone (for a price of course!)

If I get a data/mbus cable, what do I do next? Do I upload a unlocked version of the phone software to the device? Or does it allow me to alter areas of the code on the phone to bypass the lock checking? I'm new to this stuff.

It is NOT necessary for you to upload a new flash file inorder to unlock your phone and you cannot use a data/mbus cable to upload new flash file to your phone, what you will need is a flasher cable

Unlocking:
To unlock your phone, you need the mbus/data cable and an unlocker program like Noktools (1.x) by ROLIS, KNOK etc.
