I was surfing the net checking information about new J2ME (Java Mobile phones), and i have found interesting information.
I think it will be possible unlock mobile phones making easy programs in java using serial port programming.
Here you can see a sample of using serial port from java developed by Spruce Technologies:

it's a midlet (like applet but for mobile phones)

Maybe it could be possible to unlock Mobile phones itself using appropiate java program, at the moment there is 4 Nokia phones that support MIDP Java:
Nokia 3410, 6310i, 7210 and 9210i
