i locked my simcard and i cant open it. it needs PUK number.

If you forgot the original unlock codes then unlock it using a data cable.
It will only take 2 secs. You can buy data cables for around 100 php.

He doesn't want to unlock his phone, but a PUK code for his SIM-card.
After 3-time wrong input of PIN-code, the card asks for a PUK code. After 4-time wrong input of a PUK code you may throw your card away - noone can use it.

The PUK-code should be noted somewere in the documentation that acompanied the card or on the big card from which you take away the SIM to input in the fone.

I think its impossible to know the PUK-code of the card with actual tools. Only the provider (SMART in this case knows). But i think it can say your PUK-code only if u have a contract with him (so it is in Ukraine).

And the PUK-code is individual for every card.

just go to any SMART Wireless Center and bring ur documents (everything that came with ur SIM when u bought it) to prove that you own the SIM card.

after verification, SMART will give you the PUK Code.

I suggest to give the cable way a try! I had once a blocked sim card on my 7110. What I did was flash the phone update all the locks. Viola it work.
