8390 unlocked or not?

hey, I got a Nokia 8390 off ebay and they said it was new and unlocked. Well it ain't new and when I put my sim card it it everything works just no signal. Do this mean its still locked? I use Cingular and the phone sayes Rogers. My old Nokia has full signal here. What should I do next? Thanks Alan

sounds like you have purchased a lost/stolen phone that is blocked by the networks if you are getting no signal
