Nokia infra red modification!!!

is there any way to make use of the infra red funtion to act as an remote control with the learning ability ( programing handphone with tv remote control or others remote control & use it as an 2nd remote control )

Yes, this is most probably possible, although you'd have to figure out the protocol that is used in communication with the infrared/irda cirtuitry.
