Cincinnati Bell Network Code

Anyone know what it is? I search around but only see the first 3 digits 310 but not the MNC.

31017=CINGULAR - Pacific Bell Wireless

I don't think its the same as Cingular or Pac Bell cause I tried Cing and Pac sim and its not work. If I put test sim in then it display Cincinnati Bell at boot up.
