what do you meen Blacklisted
if you meen BARRED
you will have to change the UEM chip
if you want the unlock code post the network to wich the fone is locked too

to change the IMEI you have to change the UEM chip
and in some countrys it Ilegal
and to change the chip you need to have Techincal knowlage

well i dont have any of them,as i said i bought it from a local handset repair shop and he didnt give me any receipt.what shall i do now

Take it back to the shop were you bought it
and have them repair it
caus it is there problem
they cant sell Blacklisted fones
Ilegal
