Ok you have a locked phone and it is locked by the network (eg t-mobile, optus, telstra) you normally need to pay a fee to get it unlocked so you can use it on all networks, but if it was a stolen, lost, etc phone and the network locked it by serial lock, you will need to go to the nearest Phone Shop Which Repairs The Phone Show I.D. That Your Brought It And They Might Unlock It, i dont know if that all the info about it but thats what i know and what ive done, I Hate These People making Topics That There Phone Is Locked Or Whatever 1st Read This And Get Your Info....

I also did my efforts in trying toi keep all those "unlock threads" where they should be, namely in the "DCT-4 unlock request" section... but neither was my thread made sticky nor did anything else happen... it seem to be ok for the moderators when unlock questions flood all over, so be it :)
However, you can unLOCK a phone by just posting you're phone type, IMEI number and network details or codes in the DCT-4 unlock code request forum section..... no need to pay fees, if that fails there is still a way to unlock the phone via data cable and software.
That is if the phone was LOCKED, i.e. to a specific SIM card or network, and to make it "free" for all networks!
However if the phone is BLOCKED (that "B" is no mistake!) then that is because it was reported lost or stolen. In that case there is not much you can do..... only try to trade with someone in another country because your BLOCKED phone won't work in your country, and luckily even phone repair shops can't do much about that..... since the BLOCK is on the IMEI itself, and that can't be changed easily. It requires both hardware- and software modification, and the equipment to get it done cost more than several new phones......

What I think should happen at the forums is that when people post there topic, the mod should checkit , and if its relovent to keep it, and if it's not move ot delete it, cause they did all thses new looking foprum so they should of changed how they mange it..
I want to be a mod now
