My BT-Dongle keeps flashing even when the comp is not on, so i think its normal that your dongle has a light on all the time too.

Well i've got a USB Bluetooth Adapter and it's light doesn't stay on when the computer is turned off, i guess it's coz it derives it's power from the USB port and not from an external point.
And is your Infra-red adapter a USB one or is it built in.? If it's playing up, you cld try re-installing the drivers for it.
Cheers
