Well, it depends on the type of application you want to make.
If it is so complex that it needs to be made in Symbian (.sis) format, then you will need to code it in C++ (I'm not sure if anything else can be used - correct me if I'm wrong somebody).
If you want to make a basic game or application, then you can probably use java. . Java files have a size limit, which is quite small. I'm not sure what it is, but it's definately under half a megabyte.
So it's up to you. Decide what you want to create first and then work on it.

to make applications then it's best with Symiban .Sis you can make thém with C++ but you need the s60 SDK to compile the files you can even use MobileVB it's for creating SIS applications In Visual Basic language....
Games is best to create in Java..... There is some java compile and help files at www.forum.nokia.com , MobileVB : www.mobilevb.com
