Can anyone confirm or deny if JIC or CYBER or ANY of the dct4 unlocking software available, removes those WAP/GPRS locks?

in version 7.70 nokia introduces a modification my Rogers AT&T (canada) which REMOVES the option of modifying more then one GPRS setting. effectively LOCKING that portion of the phone to rogers AT&T. JIC does not remove it as this is not a SP lock, but rather a modified phones firmware.

can anyone speak to the effect of having the phone flashed (a la s/w upgrade) at a different provider?
