this is not possible. all the modifications you can make to your phone are related to your phone only. you can't change anything to other's phones "remotely".

there is a servie u can do on home fones so that wen sum1 is ringing u, they here an mp3 instead of ring ring

It's possible that the "ring ring" that the other person hears is made by the GSM network. I hear one kind of tone when I call someone in one network and another tone when I call someone in other network.
