Emulator programmes?

is there a way (or programme) that can change .exe to .jad/.jar because, i was thinking, Sega Genesis emulators are only 2mb, and the games (roms) them self only 1/2mb, so playing the "classic" Sonic or classic road rash, or paperboy, or street fighter or streets of rage ECT.,on my phone, would be great fun, so if it's possible.....

There is a Sega Megadrive (I guess it's also calles Genesis) emu for Symbian phones. It's called PicoDrive and you can find it here:
