All I need now is to code it all :( - and i havent got a clue, i have no experience in coding/programming!! designed in visual basic. NE1 got n e code they wanna give me?

If I understood correctly there is no soft... only some window and buttons "drawn" in vb :) There is no programming code in it...
xcuse me if I understood things wrong.

there is no software, YET! if i can get my hands on some code then i may b able 2 put the software into action.
I will be doing visual basic this year in college, so i will hopefully pick up sum tips there (i will have 2 or i will fail my course :) ).
Maybe i could finish this soft as my project in college?

Nice one.
Seems like a long way to go, but the start is there.
Let me give U some advice, not just ask but find out Urself.
This can make U become best of the class too.
Check out the 6110/7110.txt from the gNokii package.
It's about mbus/fbus commands via comport.

Not totally free but just check it..
(ps you design is not correct because the relock button needs info... you need to fill in somewhere wich locks you want to lock and to what provider)

Hmm...
Pretty basic, that looks like it was done in Microsoft Visual Basic, just pick a version ;) I have Visual Studio 6 (6 CDs or something :))
