Im not quite sure what you need but if you are saying that you want to format your 3650 be carfull because I tried to format my 7650 and I got the message "Phone start-up failed. contact the retailer".
You can try and start your phone it safe mode by holding the "abc" button while turning on your phone and another way of doing it is holding the answer button, 3 button and * button but im not sure if this does the same thing.
To format press *#7370# BUT!!! don't blame me if this stuffs up your phone!!!.
